In a major development regarding digital governance and platform accountability, Meta Chief Executive Officer Mark Zuckerberg has tendered a formal, written apology to the Indian government. The development comes in the wake of severe backlash over the brief removal of Prime Minister Narendra Modi’s video message from Facebook, alongside escalating concerns regarding systemic platform failures in curbing child sexual abuse material (CSAM) and deepfakes.

- Apology Over PM Modi’s Post Takedown: A high-level Meta delegation led by Global Affairs chief Joel Kaplan met with Union Electronics and IT Minister Ashwini Vaishnaw and IT Secretary S. Krishnan in New Delhi. Kaplan formally conveyed Zuckerberg’s apology for the operational error that temporarily restricted a video message posted by Prime Minister Modi addressing the youth.
- Admission on CSAM and Deepfakes: Government sources revealed that Meta’s leadership also apologized for severe oversights involving the circulation of deepfake content and child sexual abuse material (CSAM) on its platforms.
- Paid Amplification of Objectionable Content: During the deliberations, Meta acknowledged that substantial payments were accepted to boost and amplify specific categories of content, which inadvertently pushed objectionable material and CSAM-linked posts toward targeted audiences.
- Challenge to ‘Safe Harbor’ Immunity: Indian officials strongly asserted that because Meta’s algorithms actively curate, recommend, and select which content reaches specific users, the company operates beyond the traditional definition of a passive digital “intermediary”. Consequently, authorities warned that statutory “safe harbor” protections under the Information Technology Act could be withheld.
While the central government and parliamentary committees have taken a strict stance—issuing ultimatums and demanding direct accountability—further rounds of scrutiny and compliance reviews have been lined up for Meta executives.
